Message from the Chairperson

As of April 1, the PORAC Retiree Medical Trust has changed our third-party administrator (TPA) service provider contract. The new TPA is Benefit Programs Administration, less formally known simply as BPA.

The trustees are committed to making the change as painless as possible for all participants. But some change is going to be necessary. Everyone will need to register, or reregister, their account, whichever the case may be. The process is straightforward and fairly simple.

It is vitally important that we are able to maintain contact with all participants. Honestly, while we do need to know where our retired and separated participants are, it could be even more important for us to stay in touch with those still working. We want to be able to keep you informed of amendments and changes to the plan. Federal law requires us to notify you of various plan developments. Read More »

The RMT has a new third-party administrator: Benefit Programs Administration, or BPA for short. BPA took the reins on April 1.

Most everything with the RMT will remain the same. However, a few changes are simply unavoidable. One thing that every participant will need to do is re-register their online account with us. This will be necessary for everyone, regardless of whether you were previously registered on the SIMON portal.

In May 2025, the Board of Trustees for the PORAC Retiree Medical Trust made a big decision. We decided to contract with a new company for our third-party administration (TPA) services. This decision came after much discussion and an all-day interview process. We awarded a new service provider contract to Benefit Programs Administration. Its short name is easier to remember — BPA.

BPA operates out of its Los Angeles office on Wilshire Boulevard and will service our account from that location. BPA is owned by WPAS, whose headquarters are in Mercer Island, Washington. Read More »

The PORAC Retiree Medical Trust had its genesis in Sacramento in 2008. It was yet another example of PORAC breaking ground to establish and maintain a quality benefit for many of its members. Back in 2008, the Retiree Medical Trust took its first steps, strapping on a couple of associations willing to tie in with us and a big promise. Many years ago, there were a couple of small independent retiree medical trusts operating in Northern California. Those two trusts merged around 2005 and created a trust called the North State Trust.
