For Sure, Mind the Gap

Posted on May 1, 2025 by Terry A. Moore

The older I get, the more I wish I had been given the opportunity to share in a bigger way with those following in my same footsteps. I spent many, many years trying to learn how to be the best cop possible — the academy, the FTO program, training sessions month after month and year after year. Read More »

They Crunched the Numbers

Posted on April 1, 2025 by Terry A. Moore

I’m not personally obsessed with numbers, but every now and then, they are fun to look at. Clearly, they are very important and represent a critical component of the life we all lead. Buying a house? You need to check the interest rate. Looking for a new car? Read More »

Saying Goodbye and Good Luck

Posted on February 1, 2025 by Terry A. Moore

The PORAC Retiree Medical Trust had its genesis in Sacramento in 2008. It was yet another example of PORAC breaking ground to establish and maintain a quality benefit for many of its members. I think that is always the one thing that continues to impress me the most about PORAC: they exist to help the men and women in public safety, a bit like a guardian angel. Read More »

Hiding From the Bad Guys

Posted on January 1, 2025 by Terry A. Moore

I worked my entire law enforcement career in Chico, a small, sleepy town in Northern California. Generally speaking, I think the citizens were quite supportive of their police department. I never really felt like I needed to look over my shoulder when I was off duty. Read More »

Questions? Join Us for Some Answers

Posted on October 1, 2024 by Terry A. Moore

It’s getting close to that time of year when we all get together for fun, food, networking, education and, of course, some super entertainment. It’s the Annual PORAC Conference of Members. I can always remember how old they are because they incorporated in the year of my birth. Read More »

It’s Really Hot

Posted on August 1, 2024 by Terry A. Moore

Each year, at about this same time, those words come right out of my mouth: “It’s really hot!” So hot that birds are using oven mitts to pull worms out of the ground. Welcome to the triple-digit temps in the North Valley. Speaking of hot, I want to share with you about the current growth in the PORAC Retiree Medical Trust. Read More »

Our Journey of Growth Continues

Posted on July 1, 2024 by Terry A. Moore

Back in 2008, the Retiree Medical Trust took its first steps, strapping on a couple of associations willing to tie in with us and a big promise. Our idea was a fairly simple one, with a total of four basic thoughts: The plan seemed solid, and with the backing of PORAC, we began a journey. Read More »

Christmas in February — I Had the Pleasure

Posted on April 1, 2024 by Terry A. Moore

The PORAC Retiree Medical Trust is, as they say, somewhat of a different animal. And different comes with challenges. We are an ERISA trust. The acronym stands for Employee Retirement Income Security Act, something that got its start in 1974 (curiously, the same year that the Peace Officer Bill of Rights began to grow legs). Read More »

Heeeeee’s Back!

Posted on February 1, 2024 by Terry A. Moore

Many years ago, there were a couple of small independent retiree medical trusts operating in Northern California. Those two trusts merged around 2005 and created a trust called the North State Trust. Shortly after that, sometime in early 2008, PORAC made the incredibly wise decision to start their own medical trust. Read More »

The One Word Our Members Share — “Thanks”

Posted on December 1, 2023 by Terry A. Moore

You likely will be reading this article sometime between Thanksgiving and the various December holiday celebrations. I’m writing it two weeks before our annual Conference. Read More »

“I Like Bad Breath” — Said No One

Posted on September 1, 2023 by Terry A. Moore

My wife and I were on vacation in Brookings, Oregon, in mid-July. As we were driving down Highway 101, I glanced over at a roadside business sign and caught just a few words — something about bad breath. What? I flipped a quick U-turn and went back to read the entire sign. “I Like Bad Breath: Said No One.” Then I saw that it was on the roof of a small, local dental office. I got a good chuckle out of that. I Didn’t Know Siccum

Posted on April 1, 2023 by Terry A. Moore

I entered police work not as a young man. It was actually my third career in life. By then I was pretty damn confident that I knew what it was all about. Hell, I had the world by the butt on a downhill pull. I got pinned and they issued me my weapon — a Smith & Wesson six-shooter. Read More »

Everybody Wants to Go to Heaven

Hello, and thanks for taking the time to stop and glance at my article. We should be about five weeks into the new year by the time you are reading this. Read More »

You Aren’t Buying Me Lunch

Posted on October 1, 2022 by Terry A. Moore

A few weeks ago, I decided to take on the task of installing a few extra LED lights into the garage at the family cabin. The job seemed simple enough, as I have done some wiring in the past. Everything seemed to be going well — until it wasn’t. Read More »

It Goes Without Saying

Posted on September 1, 2022 by Terry A. Moore

As we were heading into the month of August, the trustees of the RMT were preparing for our third quarter meeting. By the time you read this, that meeting will have already happened. We met in the city of Irvine. Read More »

Askin’ for a Little Help

Posted on July 1, 2022 by Terry A. Moore

It should be right around Independence Day when the July edition of PORAC Law Enforcement News finds its way to your mailbox. Truly one of our greatest holidays, marking the day when we told Great Britain, “We got this. No help needed.” And here we are some 246 years later. Read More »

Run Marty, It’s the Libyans

Posted on December 1, 2021 by Terry A. Moore

For many of us older fossils, we can conjure up in our mind a famous scene from the 1985 movie, Back to the Future. A movie produced before many of our current-day cops and firefighters were even born. Read More »

Don’t Fall Back, Fall Forward

Posted on October 1, 2021 by Terry A. Moore

Howdy, and a hearty welcome from the PORAC Retiree Medical Trust. We are one of three trusts associated with PORAC. Yes, we are the youngest of the three trusts, but we are strong and full of energy. Read More »

Your RMT Questions, Answered

Posted on May 1, 2021 by Terry A. Moore

The PORAC Retiree Medical Trust is an IRS-recognized 501(c)(9) trust operating under the rules of the federal Employee Retirement Income Security Act of 1974 (ERISA). Generally speaking, those rules protect the retirement assets of U.S. workers. Read More »

Already Participating? Please Read This

Posted on October 1, 2020 by Terry A. Moore

We are heading into the fourth quarter of 2020 with riots, anarchy, civil unrest, racial tensions, unbelievably poor legislation, violent attitudes toward law enforcement, COVID-19 and a presidential election. For me, the real topper was the cancellation of our annual Conference of Members. Read More »

Irony: A Big Part of Life

Posted on June 1, 2020 by Terry A. Moore

Like most everyone else, the past two months have been filled with some confusion and a lot of uncertainty for me. The term “new normal” makes my skin tingle. But things have changed, of that we can be sure. As for the Retiree Medical Trust, many routine items have been halted. We haven’t been able to conduct in-person meetings of any kind. Read More »

What Would You Have Done Differently?

Posted on March 1, 2020 by Terry A. Moore

One time a very wise friend of mine asked, “What would you have done differently if you knew everything was going to turn out perfect?” The question was an interesting one for sure. I told him that although there were very few things in my personal or professional life that had turned out perfect, there were some that came closer than others. Read More »

Retirement — Ready or Not (Ready Is Better)

Posted on December 1, 2019 by Terry A. Moore

If you attended the annual Conference, then perhaps some of this information will sound familiar. But with a PORAC membership count of over 75,000, it’s likely to be a first read for many of our members. Read More »

We Are Smiling Today

Posted on September 1, 2019 by Terry A. Moore

I live in a smaller community in Northern California. It’s not rural by any means, though sometimes it feels like it. For example, when a baby is born at the local hospital, they play a soft, melodic chime on the intercom. Read More »
